We have a new look for a special issue of Swiss News on immigration. We've heard a lot of talk in the past year regarding asylum, immigration and xenophobia. Although Switzerland has some of the toughest asylum laws in Europe, the Swiss People's Party has proposed tighter restrictions along with the deportation of foreign criminals. Their recent 'black sheep' campaign was seen as racist and prompted Amnesty International's Swiss section to say that Switzerland "has no real action plan to combat racism and xenophobia". Swiss Foreign Minister Micheline Calmy-Rey has appealed for greater understanding, saying immigration enriches a country and Switzerland should not fear it.

It seems like a catch-22 situation. The suggestion that immigrants shouldn't be given legal status until they've shown a willingness to integrate through language acquisition and gainful employment begs a question: How can asylum seekers integrate before they are granted the...
