Joining the European Union would improve health, education, research and internal security in Switzerland--but the economy is better off as it is, says a report by the canton of Zurich.

The report says bilateral pacts between Switzerland and the EU offer greater financial advantages, while also helping to diffuse pressure from Brussels to refine the country's tax policy.

Canton Zurich is the economic hub of the country and home to a sixth of its people.
