Switzerland's lax restrictions on smoking in public places, restaurants and trains have long surprised and amazed first-time visitors. Those days it appears that voters in canton Ticino, southern Switzerland, have had enough.

After 11,000 people signed a petition in 2002 calling for political intervention to prevent passive smoking the cantonal authorities have been obliged to act and eventually a panel of experts in 2003 has concluded that it was in the power of the cantonal government to impose tough new rules to combat passive smoking in schools, hospitals, shops, meeting...
