arbitrage international en matière de sport,
recours en matière civile contre la sentence arbitrale rendue le 15 avril 2019 par le Tribunal Arbitral du Sport (CAS 2018/A/5898).
Faits :
A.
A.a. A.________ (ci-après: le club) est un club de football kazakh, membre de la Fédération Kazakhe de Football, laquelle est affiliée à la Fédération Internationale de Football Association (FIFA).
B.________ (ci-après: le footballeur ou le joueur) est un footballeur professionnel de nationalité ghanéenne.
Par contrat de travail du 16 janvier 2016, le club a engagé le joueur pour la période comprise entre la date précitée et le 30 novembre 2016. Le club a ensuite mis un terme à cette relation contractuelle, ce que le footballeur n'a pas accepté.
A.b. Le 22 juillet 2016, le joueur a assigné le club devant la Chambre de Résolution des Litiges (CRL) de la FIFA, y faisant valoir diverses prétentions fondées sur le contrat précité.
Par décision du 21 septembre 2017, dont seul le dispositif a été notifié aux parties le 27 septembre 2017, la CRL a condamné le club à verser au joueur 18'000 USD, avec intérêts, à titre de salaire et 166'000 USD, intérêts en sus, à titre d'indemnité pour rupture du contrat sans juste cause.
Le 11 octobre 2017, le club a requis la motivation de la décision. Le 23 octobre 2017, la FIFA a refusé d'accéder à cette demande, en indiquant notamment ce qui suit:
" (...) we kindly ask you to take note that in accordance with art. 15 par. 1 of the Rules Governing the Procedures of the Player's Status Committee and the Dispute Resolution Chamber as well as the note relating to the findings of the decision concerned, the motivated decision will be communicated to the parties, if a request for the grounds of the decision is received by the FIFA general secretariat in writing within ten days as from receipt of the findings of the decision. Failure to do so will result in the decision becoming final and binding and the parties being deemed to have waived their rights to file an appeal.
In view of the above, we would like to emphasize that the findings of the relevant decision passed on 21 September 2017 were received by you on 3 October 2017, yet the request to receive the grounds of said decision was received by FIFA on 19 October 2017 only, i.e. sixteen days after the receipt of the findings of the decision by you.
As a result, and considering all the above, particularly that the grounds of the decision have not been requested within the stipulated ten day time limit, we regret having to inform you that we are not in a position to provide you with the motivated decision and that, consequently, the decision has become final and binding. "
Le club a renouvelé sa demande de motivation, laquelle a été rejetée le 13 novembre 2017 par la FIFA pour des motifs identiques à ceux évoqués dans sa correspondance du 23 octobre 2017.
