Counter insurgency and counter terrorist operations around the world are driving a renaissance in rifle sight design and manufacture. Armies are demanding modern lightweight day and night sights which can be used in demanding arid and dusty environments. Mao Tse Tung once said that the guerrilla is the fish swimming in the sea of the population. The ability of today's insurgent or guerrilla to operate immersed in civilian or urban areas places a premium on soldiers being able to identify potential targets. Leading personnel weapon sight modernisation initiatives is the US Army, which has placed a request with the Department of Defense for funds to purchase Smith Enterprise M14 rifles to supplement the force's Colt M16A4 and M4A1 assault and carbine weapons. The US Army used the M14 in the 1960s, but it had been all but phased out of service. The attraction of the M14 for operations in Afghanistan is its range, which is in the order of 800 metres.
