Modification du 11 avril 2006 Le Département fédéral de l'économie, vu l'art. 16 de la loi du 22 mars 2002 sur les embargos1, arrête: I Les annexes 1 et 2 à l'ordonnance du 19 janvier 2005 instituant des mesures à l'encontre du Libéria2 sont remplacées par les versions ci-jointes. II La présente modification entre en vigueur le 25 avril 2006. 11 avril 2006 Département fédéral de l'économie: Joseph Deiss Airbas is a commercial charter com- pany which is run by Viktor and Sergei Bout. Sergei Bout has power of attorney for all tran sactions. According to a UN report, payments for Airbas are made to the accounts of Irbis, a Viktor Bout company. RO 2006 DESIGNATION/JUSTIFICATION Company set up by Sanjivan Ruprah Air Cess is the only firm in Viktor Bout's network that ever officially listed him as its head. In Swaziland, Viktor Bout entered into a joint venture with a South African company to form Air Pass. Air Cess had 90 percent ownership of this joint ven- ture. Records show that Viktor Bout owned 90 percent of the shares of Air Pass. According to NGO reporting, Viktor Bout transferred daily opera- tional control of Air Cess to his brother, Sergei Bout, some time during the 1990s. This tity can thus be considered to be owned or controlled by either Viktor Bout and/or Sergei Bout. Sergei Bout controls Air Zory as the majority shareholder.
