Developing the breed: the modern fighter represents a combination of complex systems, taking decades to develop. It follows that the initial service clearance standard is limited, and that the full operational requirement is met only years later (if ever), following a staged series of improvements. It also follows that the expense of a completely new fighter is difficult to justify and that developing military requirements are in general better fulfilled by upgrades and service-life extension programmes for existing aircraft.
