Sri Lanka has been exporting gems to Europe for more than 500 years. Jewellery production and trade is an important sector, employing approximately 3% to 5% of the workforce, particularly in the gem-rich region in the south-west of the island. In 1997, the Sri Lankan Government implemented policies to help the country become a regional center for cutting gems, creating jewellery and trading in gold. The Sri Lanka Export Development Board was charged with developing a marketing campaign for gems and jewellery. Together with ITC and the European Commission, it launched a two-year project to export jewellery to EU markets in October 2005. The benefits of removing impediments to trade are substantial, with evidence suggesting that the gains from these reforms can be higher than reducing tariffs. WorldBank and UNESCAP data demonstrate that the Asia-Pacific region has made tremendous progress in reducing at- and behind-the-border time and costs, but the performance varies significantly across countries and subregions. How to overcome the difficulties of small to medium-size enterprises (SMEs) taking up global market opportunities was central to discussions at an ITC-moderated session at the WTO Public Forum in September, where two key messages emerged. The first was the need for the WTO to engage the private sector by keeping pace with the evolution of business practices; the second was the critical role the WTO can play in providing transparency, predictability and legal certainty to SMEs in developing countries. While the proliferation of private standards is difficult to address, the WTO -- through the Agreement on Technical Barriers to Trade -- provides a good basis for raising the issues and resolving disputes.
