Trade facilitation has the potential to bring considerable economic gains to developing and least developed countries through improving their trade competitiveness and diversifying their export bases. The benefits of removing impediments to trade are substantial, with evidence suggesting that the gains from these reforms can be higher than reducing tariffs. WorldBank and UNESCAP data demonstrate that the Asia-Pacific region has made tremendous progress in reducing at- and behind-the-border time and costs, but the performance varies significantly across countries and subregions. This paper traces the linking of trade and security, a characteristic of US foreign economic policy since 2001. It does so with reference to US economic policy in East Asia. We argue that the US has been unable to resist the temptation to link foreign economic and security policy. While there was evidence of the securitisation of economic globalisation in US policy from day one of the BUSH Administration, it was September 11 that firmed up this trend. The "new generation of Free Trade Agreements" announced by the Commission of the European Community signals an intention to substantially extend the geographic coverage of its reciprocal, preferential trade agreements. We review the development of regionalism in East Asia by listing the existing bilaterals and those under negotiation and conclude that the EC's initiative will have minimal effect in this region. However, globally, there are two super-hubs, namely the EC and the US, each with its network of spokes and associated rules. Swiss and US trade officials conducted exploratory talks to determine whether a free trade agreement (FTA) would be economically desirable and politically feasible. In January 2006, the talks were recessed when the Swiss Federal Council decided that - while an FTA would be economically desirable, free trade in agriculture was not politically feasible. The FTA talks may be resumed after the conclusion of the WTO Doha Development Round. Switzerland and the United States have launched a Trade and Investment Forum with a view to reaching agreements on discrete topics.
