As continue to grow, the international accreditation network, underpinned by internationally agreed standards, plays an essential role in the support of competitive markets and cross-border trade. This is increasingly important as businesses seek to lower costs or satisfy contract terms while maintaining a level of confidence that products are technically compatible, to specification and safe. Since conformity assessment bodies are mostly commercial organizations, accreditation assesses and declares the technical competence of these organizations in order to provide confidence in their results or test data. The development of standards and accreditation systems is spreading to new territories. The International Laboratory Accreditation Cooperation network of members...

On a cocoa farm in Ghana, two chief executives sit on a log talking about their respective business goals. One is the CEO of Cadbury, Todd Stitzer; the other is the UK Director of the Fairtrade Foundation, Harriet Lamb. They are reflecting on the stories of farmers like Benjamin Atiemo in Adjeikrom village, whose children have left the village to seek work in the capital, Accra. Farmer empowerment is now seen as a crucial part of the approach Cadbury wants to take. And that's where Fairtrade comes in. Cadbury's commitment to Fairtrade certification of its flagship brand, Cadbury Dairy Milk, will see the company quadruple the amount of Ghanaian cocoa sold on Fairtrade terms from around 5,000 to 20,000 tonnes.

This progress is the result of the hard work, imagination, enthusiasm and entrepreneurial spirit of ITC staff and management -- a team never afraid of challenges. The latest challenge for management is to hand over the reins to a new team, capable of taking ITC to new heights. This is being done systematically and successfully. A team of new managers has already started to arrive at ITC, combining impressive work experience, considerable field knowledge, a clear vision for the future and powerful drive. ITC is already talking with donors to seek a more structured approach to resource mobiliz...

ITC set a course for double-digit growth during discussions with donors and beneficiaries at its annual meeting, the Joint Advisory Group on the International Trade Centre (26-30 April). Over the last three years, ITC increased its delivery of technical assistance to developing and transition economies by over 20 % each year for a total of 70 % over three years. The launch of the Doha Development Round significantly increased requests for ITC assistance, as more developing countries engage in the global trading system and their businesses seek to understand and apply its rules. Representatives generally welcomed ITC's target to increase delivery by 20% again in 2004 and to maintain double-digit growth afterwards, as projected in its 2004-2006 Business Plan.

The European Community represents one of the primary destinations for Indian goods, accounting for one fifth of Indian exports. Indian goods have been at the receiving end of a significant majority of anti subsidy investigations initiated by the European Commission. Such goods have been alleged to be benefiting from subsidies inconsistent with Council Regulation 2026/97 which forms the legal basis for anti subsidy investigations initiated by the Commission. The paper puts forth an analysis of India's export incentive schemes including old schemes already subjected to challenge as well as new schemes vulnerable to challenge in future investigations with regard to the Council Regulation 2026/97 and the WTO Agreement on Subsidies and Countervailing Measures.
