In an integrated global economy, specialisation in trade is an increasingly prominent strategy. A labor-abundant, resource-rich economy like Indonesia faces stiff competition in labor-intensive manufactures; meanwhile, rapid growth in demand for resources from China and India exposes it to the 'curse' of resource wealth. This diminishes prospects for more diversified growth based on renewable resources like human capital. Using an international panel data set we explore the influence of resource wealth, foreign direct investment and human capital on the share of skill-intensive products in exports. This paper investigates the impact of international outsourcing on total employment using two-digit manufacturing data for seven EU countries for the period of 1995-2000. Estimates using OLS first differences show that imported materials from the same industry originating from low-wage countries have a significant and negative impact on total employment. The estimates suggest that rising intermediate imports from low-wage countries may account for an approximate reduction of 0.25 percentage points in employment per year. Sample split regressions show that the impact of imported materials from low-wage countries is statistically significant in industries with low skill intensity but not in skill intensive industries such as machinery, electrical, optical and transport equipment.

This paper traces the linking of trade and security, a characteristic of US foreign economic policy since 2001. It does so with reference to US economic policy in East Asia. We argue that the US has been unable to resist the temptation to link foreign economic and security policy. While there was evidence of the securitisation of economic globalisation in US policy from day one of the BUSH Administration, it was September 11 that firmed up this trend. Ever since, the BUSH government has been seeing globalisation not simply in neoliberal economic terms, but also through the lenses of the national security agenda of the United States.
