This article aims to address the European Union's new trade policy, expressed by the European Commission Communication "Global Europe: Competing in the World", and the ongoing negotiations to form the EU-Mercosur FTA. The Communication selected Mercosur as a priority, based on two economic criteria: The market potential and the level of protection against EU exports. Mercosur also considers such an agreement as a top priority in its agenda since it already has the EU as its main trade partner and faces many tariff and non-tariff barriers to its exports to the bloc. However, the ongoing negotiations among the two blocs that began in 1999 are still far from conclusion.

The "new generation of Free Trade Agreements" announced by the Commission of the European Community signals an intention to substantially extend the geographic coverage of its reciprocal, preferential trade agreements. We review the development of regionalism in East Asia by listing the existing bilaterals and those under negotiation and conclude that the EC's initiative will have minimal effect in this region. However, globally, there are two super-hubs, namely the EC and the US, each with its network of spokes and associated rules. They are likely to compete to design any new multilateral rules which are WTO-plus.

India, Brazil and South Africa belong to the most intractable blocking actors in the Doha Round. In order to explain this posture, reference is frequently made to the lack of willingness to compromise on the part of the other central actors EU and USA. In addition, the three countries' interests in the construction of an alliance of the South are cited as motivation for blocking the negotiations. This paper, however, accepts that trade policy is a two-level game and shows that the configurations of national decision processes in India, Brazil and South Africa and the resulting influence of specific interest groups significantly contribute to consolidating the blockade position. Against this backdrop, the authors are sceptical about the prospects of a compromise solution to the Doha Round.

The growing number of free trade areas has resulted in an increasing importance of preferential rules of origin. Regularly, these instruments are used as protectionist devices. Rules of origin are becoming obstacles for international trade. In this paper, firstly the various types of rules of origin and their administration will be explained. The analysis of the consequences for international trade shows that rules of origin can produce trade diversion. The attempts of the European Union to reduce the welfare-reducing effects of free trade areas by creating pan-European rules of origin have been only partly successful. The rules of origin in the North American Free Trade Agreement (NAFTA) show a clear protectionist bias in some product groups.

Between July 2005 and January 2006. Swiss and US trade officials conducted exploratory talks to determine whether a free trade agreement (FTA) would be economically desirable and politically feasible. In January 2006, the talks were recessed when the Swiss Federal Council decided that - while an FTA would be economically desirable, free trade in agriculture was not politically feasible. The FTA talks may be resumed after the conclusion of the WTO Doha Development Round. Switzerland and the United States have launched a Trade and Investment Forum with a view to reaching agreements on discrete topics.
