As countries turn more to regionalism as a means of forwarding co-operation on trade rules and other areas of policymaking, governments are increasingly incorporating rules on investment into regional trade agreements (RTAs). The Asia-Pacific region is no exception, with many innovative agreements that include disciplines on investment protection and non-discrimination. We analyse the economic consequences of including investment provisions in trade agreements by creating an index of the extensiveness of investment provisions in RTAs and then using that index in a gravity model framework of trade and investment. The results indicate that investment provisions are positively associated with trade and, to an even greater extent, investment flows. Further, we observe an insignificant effec...

The global financial crisis has transformed the outlook for infrastructure projects with private participation in developing countries. In the second half of 2009 developing economies are seeing some light at the end of the tunnel, with the crisis easing and investment flows returning. But as was the case with the 1997 Asian financial crisis, it is clear that the downturn of 2008-2009 will leave a lasting impact on the outlook for private participation in infrastructure long after the crisis has receded. While the 1997 Asian financial crisis led to a precipitous decline in infrastructure spending in many countries, this time around countries are increasingly recognizing infrastructure investment as an important tool for dealing with the economic downturn. The effects of the latest period of Euro appreciation from 2006 to 2007 on the German economy, especially on exports, are cushioned, in the short run, by the regional pattern of foreign buyers, invoicing practices and hedging activities, enterprises' favorable cost development and their currently comfortable profit situation. In the longer run, volume effects (competition effects) may be expected to occur owing to the incomplete pricing-to-market of exporters and importers. Purchasing power effects on real incomes must also be taken into account. Although these two effects have, in some years, had a rather powerful impact on real income growth, their overall impact was virtually neutral on average over the 1993-2007 observation period.
