  • Good governance in trade policy provides legitimate channels of access to decision-makers, not only for business, but also for other groups -- women, consumers, environmental protection activists and so on. To be transparent and inclusive, the process has to include open debate to resolve inevitable conflicts of interest, lay down common positions and establish what Prof Michel Kostecki, consultant on business advocacy to ITC, calls the "community of interests". As discussions between groups move from the specific to the general, they begin to identify common ground for devising positions they can communicate to government negotiators. Good governance on trade policy also requires inclusiveness, bringing in voices that may seldom be heard. The essential is to be able to tread the fine l...

  • Looking back over the first four years of negotiation of the Doha Round this paper identifies and discusses a number of factors that are shaping negotiations among WTO members as they try to fulfil the development mandate for this multilateral trade negotiation. These factors are not just diplomatic in nature, indeed many relate to changes in how many view the potential impact of further multilateral trade rules and the 'legacy' effects of existing rules. Some of the proposed changes to WTO governance processes are assessed in the light of these considerations, and many are found wanting. The paper concludes that the fundamental implications of adopting a development mandate have not yet been comprehensively taken on board by WTO members and their officials.

  • ITC's roadmap for the future emerged during the most recent meeting of its Joint Advisory Group, held in April this year. The aim is to move ITC from having strong products to delivering strategic solutions for its clients. Stronger country programs and in-country partnerships are high on ITC's agenda. The pilot country approach is being tested on a first generation of countries: Lao People's Democratic Republic, Romania, Senegal, Tunisia, Liberia and Uruguay. In these countries ITC has shaped a framework for a coordinated corporate solution based on consultations with the respective governments at the highest level. To make change a reality ITC created an action plan that engages staff throughout the organization in a series of initiatives that will move its change management process f...

  • In recent policy debates in Europe, the question 'what has competition done for Europe?' has been posed at the highest levels. This question merits careful reflection. Competition as it is understood by mainstream economic and legal scholars refers not to an ideology but to inter-firm rivalry in markets. Such rivalry ensures that consumers enjoy choice, low prices, and good value for money. The authors consider the historical origins and development as well as the current role and effects of competition policy in Europe. The latter includes legal provisions that address anti-competitive practices by firms and activities aimed at promoting competition in respect of potentially anti-competitive government measures. They conclude that such policy has made essential contributions to the hig...

  • Over the last ten years, the Government of Ghana has shown a firm strategic commitment to attracting export-oriented investments, facilitating trade and enhancing Ghanaian competitiveness. Reforming the processes and procedures used by the nation's Customs, Excise and Preventative Service was a major contributor in working towards these goals. In recognizing the important role played by the private sector in driving economic growth for Ghana, the Government looked to a PPP to help build, own and operate the process of integrating and improving its customs operations. The PPP was regulated and reviewed internally by a board of directors and externally by the Ministry of Trade and Industry.
