This article describes general budget support as an instrument of development cooperation. Based on poverty reduction strategies, poorer developing countries are increasingly receiving general budget support which enables their governments to carry out their core responsibilities more effectively. Strengths, weaknesses, opportunities and risks are discussed in a holistic approach. In view of aid effectiveness and efficiency, the author draws on an evaluation which was carried out in the context of the DAC/OECD in 2006, as well as on experience made in Switzerland's budget support engagement. He argues that the budget support methodology could also inspire the cooperation with non-governmental organisations.

Since 2005, ITC has been working to increase trade and reduce poverty in Ethiopia, specifically by helping to build expert capacity in small businesses within the agricultural sector. The pilot project, known as the Ethiopian Export-led Poverty Reduction Project (EEPRP), has worked with trade support institutions to help establish links between market-oriented production and overseas buyers. Results of the program's first significant survey provide encouraging signs that building trade capacity and providing access to international markets improve the lives of the poorest communities in developing nations. Donors and beneficiaries welcomed the outcome of a two-year external evaluation of ITC at an informal meeting of its Joint Advisory Group in Nov 2005. It resulted in six volumes of reports, including country assessments; evaluations of ITC tools, programs and services; analysis of corporate issues such as human resource development, governance structures and business processes; and a final Synthesis Report. The evaluation endorsed ITC's overall strategy, noting, ITC has considerable knowledge of its TSI (trade support institution) partners and considers responding to client needs as an essential element in its programming.
