Looking back over the first four years of negotiation of the Doha Round this paper identifies and discusses a number of factors that are shaping negotiations among WTO members as they try to fulfil the development mandate for this multilateral trade negotiation. These factors are not just diplomatic in nature, indeed many relate to changes in how many view the potential impact of further multilateral trade rules and the 'legacy' effects of existing rules. Some of the proposed changes to WTO governance processes are assessed in the light of these considerations, and many are found wanting. The paper concludes that the fundamental implications of adopting a development mandate have not yet been comprehensively taken on board by WTO members and their officials.

International Trade Commission's (ITC) new senior management is using the recommendations of a major external evaluation of ITC, led by Denmark, as a point of departure to initiate a change management process. The aim is to transform the organization into a center of technical excellence that responds effectively to its clients in developing and transition economies. This article describes general budget support as an instrument of development cooperation. Based on poverty reduction strategies, poorer developing countries are increasingly receiving general budget support which enables their governments to carry out their core responsibilities more effectively. Strengths, weaknesses, opportunities and risks are discussed in a holistic approach. In view of aid effectiveness and efficiency, the author draws on an evaluation which was carried out in the context of the DAC/OECD in 2006, as well as on experience made in Switzerland's budget support engagement. He argues that the budget support methodology could also inspire the cooperation with non-governmental organisations.
