Art. 3 Abs. 2 lit. a RPG, Art. 3 und 26 ff. RPV; Erstellung eines Golfplatzes auf einer Fruchtfolgefläche. Es ist nicht grundsätzlich ausgeschlossen, Fruchtfolgeflächen für eine nichtlandwirtschaftliche Nutzung in Betracht zu ziehen, sofern eine solche durch überwiegende Interessen gerechtfertigt ist. Erforderlich ist, dass sämtliche Interessen gegeneinander abgewogen werden und die Pflicht des Kantons mitberücksichtigt wird, gesamthaft jederzeit den Mindestumfang der ihm zugewiesenen Fruchtfolgefläche zu gewährleisten (E. 3.3). Die Errichtung eines Golfplatzes auf einer Fruchtfolgefläche beeinträchtigt die Fruchtbarkeit des Bodens in erheblichem Ausmasse in einem weiteren Gebiet.
