Over the last ten years, the Government of Ghana has shown a firm strategic commitment to attracting export-oriented investments, facilitating trade and enhancing Ghanaian competitiveness. Reforming the processes and procedures used by the nation's Customs, Excise and Preventative Service was a major contributor in working towards these goals. In recognizing the important role played by the private sector in driving economic growth for Ghana, the Government looked to a PPP to help build, own and operate the process of integrating and improving its customs operations. The PPP was regulated and reviewed internally by a board of directors and externally by the Ministry of Trade and Industry.

In an interview, Jocelyn Wyatt, head of IDEO's social innovation design domain, talked about the power of design to change the world. IDEO began 30 years ago by designing products. On a cocoa farm in Ghana, two chief executives sit on a log talking about their respective business goals. They are reflecting on the stories of farmers like Benjamin Atiemo in Adjeikrom village, whose children have left the village to seek work in the capital, Accra. Farmer empowerment is now seen as a crucial part of the approach Cadbury wants to take. And that's where Fairtrade comes in. Cadbury's commitment to Fairtrade certification of its flagship brand, Cadbury Dairy Milk, will see the company quadruple the amount of Ghanaian cocoa sold on Fairtrade terms from around 5,000 to 20,000 tonnes.

This article describes general budget support as an instrument of development cooperation. Based on poverty reduction strategies, poorer developing countries are increasingly receiving general budget support which enables their governments to carry out their core responsibilities more effectively. Strengths, weaknesses, opportunities and risks are discussed in a holistic approach. In view of aid effectiveness and efficiency, the author draws on an evaluation which was carried out in the context of the DAC/OECD in 2006, as well as on experience made in Switzerland's budget support engagement. The women of western Africa have been using shea nut butter for centuries to protect their skin from dry Saharan winds. Through innovative enterprise, its now protecting them in other ways, too. A similar program in Mali, supported by ITC, is also demonstrating the potential for export to improve the situation of women in developing countries. Shea butter production is the focus of one of several programs recently implemented by ITC to assist women in Mali in developing their entrepreneurial skills and incomes. ITC is working with the sector development coordination team in Mali to continue to support social and economic development and export growth of the shea butter sector until 2010, through its work in the All ACP Agricultural Commodities Program, funded by the European Union.
