Global Europe: Competing in the World: A Contribution to the Eu's Growth and Jobs Strategy

Growth and jobs, and the opportunity they create, are at the heart of the European Commission's agenda for Europe. They are essential for economic prosperity, social justice and sustainable development and to equip Europeans for globalisation. They are a core criterion by which citizens will judge whether Europe is delivering results in their daily lives. In 2005, the renewed Lisbon strategy set out the steps we must take in Europe to deliver growth and jobs. This internal agenda must be com...

What Competition has Done for Europe*

Nicolas Sarkozy, President of France, managed to erase "free and undistorted competition" from the proposed new EU Treaty as a main aim of the European Union. Afterwards, he asked rhetorically what competition has done for Europe. This article is an attempt to reply to that very important question. The view of competition and its effects among decision-makers is likely to affect numerous policy outcomes. Throughout history, there has been a struggle between freedom and control in Europe. Comp...

Austrian Fdi in Central-Eastern Europe and Employment in the Home Market

This paper investigates the impact of Austrian foreign direct investment on domestic employment in five new EU member states from Central and Eastern Europe (NMS5). It estimates both a static and a dynamic labor demand model using sector data for the period 1993-2004 where domestic employment depends on value added, real wage, the net capital stock and time effects. In particular, we investigate the potential complementary/ substitutive relationship between domestic and foreign affiliate empl...

Home Market Effects of Foreign Direct Investment: The Case of Germany

This paper provides new evidence on the impact of foreign direct investment on the labour market of home countries. It is based on a new data set on change rates of foreign direct investment and domestic employment of German multinationals. The econometric analysis suggests that public concerns about a massive exodus of jobs to low-wage countries are not well-founded. Instead, parent firm's employment significantly increases with an increase of their FDI. All in all, our results provide stron...

What has Competition Done for Europe? An Inter-Disciplinary Answer*

In recent policy debates in Europe, the question 'what has competition done for Europe?' has been posed at the highest levels. This question merits careful reflection. Competition as it is understood by mainstream economic and legal scholars refers not to an ideology but to inter-firm rivalry in markets. Such rivalry ensures that consumers enjoy choice, low prices, and good value for money. The authors consider the historical origins and development as well as the current role and effects of ...

'Global Europe': An Initial Assessment of the European Commission's New Trade Policy

The principal elements of the European Commission's recent Communication on its external trade policy (titled "Global Europe") are assessed in this paper. Certain shifts are discernible in the Commission's position, in particular as they relate to the prominence given to market access objectives and to bilateral and regional trade agreements. Even so, this latest Communication is probably best thought of as an evolution in the Commission's trade policy and not an abrupt break with the past. P...

Global Europe: Old Mercantilist Wine in New Bottles?

This paper analyses the European Commission's communication Global Europe and attempts to demonstrate that the substance behind the shift in emphasis towards bilateral trade policy is an extension of existing EU bilateral trade policy; that the shift is not convincingly justified by the analysis in the EU Commission papers; that the shift might be best thought of as an attempt to re-energise corporate sector support for trade liberalisation in the face of the suspension of the Doha Developmen...

The author analyses the trade relations between Jordan and the EU as well as the US and compares these relations to the ones of other countries in the region with the two major western trading blocs. After a description of the historical development of these relations, the author provides a picture of the current situation and b...

The Labour Market Effects of Outsourcing Parts and Components: A Simple Model with Cournot Competition

This paper analyses a partial equilibrium outsourcing model with Cournot competition in intermediate good production. Final production is located in Western Europe, whereas the intermediate good can be manufactured by a Western (outsourcing) or Eastern European supplier (offshore outsourcing). The paper asks the question how changes in production costs, in particular wages, affect labor input in the two regions in the presence of Cournot competition. The main results are: higher production co...
