In an interview, Patricia Francis, executive director, ITC, talked about Aid for Trade, opportunities in this financial crisis and the role of ITC. Francis said at the World Trade Organization's Ministerial Conference in Hong Kong in 2005, it was decided to focus on the relationship between trade and development and this has converged around the concept of Aid for Trade. The idea is to build consensus between the finance minister, the development minister and the trade minister on priorities which will contribute most to development. Those countries that understand competitiveness and micro-competitiveness issue are more likely to capitalize on the opportunities presented by the crisis. In an interview, Paola Ghillani, former head of the Max Havelaar fair trade organization in Switzerland, discussed . Ghillani knew that she did not buy fair trade goods herself out of a sense of charity, but because they represented value for money to her. They found a market among people who wanted to buy fresh products and fruit they could safely give to their children. That is how they achieved the target of making Max Havelaar Switzerland self-financing within 18 months. Fair trade means paying producers enough to cover the cost of sustainable production plus the value of their work to enable them to develop themselves, their families and their communities.
The European Community represents one of the primary destinations for Indian goods, accounting for one fifth of Indian exports. Indian goods have been at the receiving end of a significant majority of anti subsidy investigations initiated by the European Commission. Such goods have been alleged to be benefiting from subsidies inconsistent with Council Regulation 2026/97 which forms the legal basis for anti subsidy investigations initiated by the Commission. The paper puts forth an analysis of India's export incentive schemes including old schemes already subjected to challenge as well as new schemes vulnerable to challenge in future investigations with regard to the Council Regulation 2026/97 and the WTO Agreement on Subsidies and Countervailing Measures.
