  • Nations are facing a global jobs crisis. Unemployment is rising rapidly, and is expected to reach 230 million people worldwide this year. They may be headed for a vast prolonged and severe jobs crisis. Just as policy-markets have taken and swift action to respond to the financial and economic downturn, similar bold action is required to address the jobs crisis. First, jobs and social protection must become the bedrock of crisis responses. Second, the response must be coordinated and global. All countries must join in making employment and social protection a centerpiece of their crisis responses. Third, there was a crisis before this crisis and they cannot just aim to go back to business as usual. In restoring confidence, they must focus on building peoples trust in progress towards a n...

  • By adopting the Universal Declaration of Human Rights on Dec 10, 1948, the relatively small UN family of 56 states concretized their belief in the "equal rights of men and women." But despite the charter's noble commitment to upholding the inherent dignity of every human being, the UN General Assembly noticed that women continued to lag behind men in their enjoyment of economic, social, cultural, political and civil rights. This realization led the UN in 1979 to adopt the Convention on the Elimination of all forms of Discrimination Against Women. In order to effectively integrate women into mainstream trade policies, policymakers must fully understand the economic implications of the Convention and engage in a "constructive dialogue" with gender experts. To end marginalization of women ...

  • This article describes general budget support as an instrument of development cooperation. Based on poverty reduction strategies, poorer developing countries are increasingly receiving general budget support which enables their governments to carry out their core responsibilities more effectively. Strengths, weaknesses, opportunities and risks are discussed in a holistic approach. In view of aid effectiveness and efficiency, the author draws on an evaluation which was carried out in the context of the DAC/OECD in 2006, as well as on experience made in Switzerland's budget support engagement. He argues that the budget support methodology could also inspire the cooperation with non-governmental organisations.

  • In the Asia-Pacific as many as 27 million more people could become unemployed this year, according to the International Labor Organization. Some 140 million others in the region's developing economies could be forced into extreme poverty. Asia's experience during the 1997 economic crisis provides evidence to back this projection. In Thailand, 95% of those laid off from the garment sector were women; in the toys sector, it was 88%. In South Korea, 86% of those who lost their financial services and banking jobs were female. Since the 1990s, the governments of many Asian countries have strengthened their social protection schemes but in many countries women still do not get equal access to social protection.
