In January 2006, the talks were recessed when the Swiss Federal Council decided that - while an FTA would be economically desirable, free trade in agriculture was not politically feasible. There is nearly unanimous consent among WTO practitioners and scholars that the remedy of tariff compensation is legally superior, economically more efficient and socially more beneficial than retaliatory suspension of tariff concessions (tariff retaliation). This article argues in favour of a revitalization of tariff compensation. However, under the current regime compensation is a thoroughly unattractive policy instrument for decision makers having to temporarily opt out of a WTO Agreement in reaction to domestic shocks. Hence, tariff compensation is vastly underused. In an integrated global economy, specialisation in trade is an increasingly prominent strategy. A labor-abundant, resource-rich economy like Indonesia faces stiff competition in labor-intensive manufactures; meanwhile, rapid growth in demand for resources from China and India exposes it to the 'curse' of resource wealth. This diminishes prospects for more diversified growth based on renewable resources like human capital. Using an international panel data set we explore the influence of resource wealth, foreign direct investment and human capital on the share of skill-intensive products in exports.
