Developed nations have pledged unprecedented sums, but with the economic downturn and stalemate in the Doha Development Agenda, the outlook for a full-scale implementation of Aid for Trade commitments is grim. • The Role of the Private Sector in Export Strategy Development

In recent years, there has been much greater awareness of the need to engage the private sector directly in policy dialogue, particularly to trade negotiations related to enhanced market access. Since its inception, ITC's work in national sectoral and regional export strategy design and management has been based on the premise that export development and competitiveness are a function of a sound and enduring relationship between the public and private sectors. ITC advocates the formalization of public-private dialogue platforms through the establishment of National Export Councils (or their equivalent), which have legal recognition and authority. Since 2002, ITC has achieved 20% year-on-year growth in delivery, and it plans to keep up the momentum in 2004. Innovation in content and delivery, focus on synergies and greater involvement of national partners are helping make growth sustainable. ITC kept three objectives in sharp focus throughout 2003. They were: 1. to remain a provider of specialized trade-related technical assistance and grow within its niche by intensifying, rather than diversifying, activities, 2. to combine its expertise increasingly with that of others in technical assistance "consortiums" and continue to innovate in its technical assistance approaches; and, 3. to work towards achieving greater impact and increasing efficiency through continued streamlining of administrative processes.
