This paper attempts to address the issue of whether or not it would be in the long-term interests of Switzerland to allow parallel imports, particularly medicines, from European Union member countries. The market for pharmaceuticals is state-regulated and new drugs have to be regulated by individual countries through negotiation in order to establish price levels.

This paper analyses Swiss import policy for patent-protected goods (national exhaustion) - which in comparison with other (European) countries is restrictive - from the perspective of international trade theory. This article looks at the structural reasons behind the altogether unsatisfactory results of the World Trade Organization conferences of ministers since the Uruguay round and the present problems with a new world trade round. World Trade Organization agreements are more strongly affected by topic-spreading interdependences, which bring in increasingly heterogeneous conceptions over worthwhile goals and suitable ways for the World Trade Organization.
